The 1st tranche initiated the process of salary adjustments, followed by the 2nd tranche which continued the incremental increases. The Third Tranche, which took effect on January 1, 2022, was part of the salary standardization law under House Bill 5712 and Senate Bill 1219, signed into law by President Rodrigo Duterte on January 8, 2020.

Key Points
The Salary Standardization Law of 2019 (Republic Act No. 11466), or SSL V, was signed by President Rodrigo Duterte in January 2020. It authorizes a series of salary adjustments for civilian government personnel from 2020 to 2023, implemented in four tranches.
The law was designed to:
Close the gap between government and private-sector pay.
Attract and retain talent in government service.
Provide fair compensation across all levels, from Salary Grade (SG) 1 to SG 33.
By the end of SSL V’s implementation, an estimated 1.4 million government workers will have benefitted from higher take-home pay.
