The Salary Standardization Law (SSL) V, enacted through House Bill 5712 and Senate Bill 1219, was signed into law by President Rodrigo Duterte on January 8, 2020. It introduced a structured series of salary adjustments for government employees, beginning with the first, second, and third tranches from 2020 to 2022. The fourth and final tranche took effect on January 1, 2023, completing the full implementation of the law’s revised salary schedule.
Increase salaries for civilian government personnel

The law covered regular, contractual, and casual civilian employees in national government agencies, state universities and colleges (SUCs), and government-owned or -controlled corporations (GOCCs) covered by the Compensation and Position Classification System (CPCS).
Note: Military and uniformed personnel (MUP) were not included under SSL V, as they had a separate salary adjustment law.
